The PRESIDENT (translated from Russian): With the agreement of the members of the Council, I shall now call on the representative of Cameroun. 3. Mr. OWONO (Cameroun) (translated from French): I have asked for the floor to exercise my right of reply and to comment on a remark which was made at the 917th meeting by the representative of India. Iwas not present at the meeting in question and am, therefore, not sure exactly what meaning the representative of India intended to convey, but, in reading the verbatim record I find the followingwords: "In spite of what was said by the representative of Cameroun yesterday, we have a great deal of kinship with the liberated coun- tries of Africa." [917th meeting, para. 129.] 4. I feel that I should not letthat remark pass without giving the clarification which would seem necessary, because I nannot find exactly what the representative of India was referring to when he saidthat, in spite of what I myself had said, his coUntry had a great deal of kinship ....,ith the liberated countries of Africa. That would seem to imply that I had suggested we had nothing in common with it. I feel I must refute such an interpretation, since the Republic of Cameroun has no intention of isolating itself, either from the rest of Africa or from the world; hence I could not have said that VIe had nothing in common with India or with any other country. . 5. What I think I did say in my statement was that no one here could claim to give more to Africa than the Africans could themselves. My delegation feels that that is an important point, because we believe that there are two sides in a debate such as the one we a.re conducting today in the Security Council: on the one hand, those who desire the peace and happiness of Africa; on the other, those who are using Africa for their selfish ends. My delegation is convinced thatthe best way of approaching the problems of Africa is to attempt to understand African affairs as the Africans themselves understand them. That is why I thought it was important to stress that, however much interest foreigners may have in our continent, they could not have more interest inour affairs thanwe do ourselves. 6.
