CIP No. 10143 Hillsborough County PUD-WRD SCAWTP Expansion August 2011 Issued for Bid ALUMINUM TANK COVERS 13221 - 1 SECTION 13221 ALUMINUM TANK COVERS PART 1 - GENERAL 1.1 SUMMARY A. Section includes aluminum tank and structure covers. Primary function of the covers is to control odor emissions and allow access thereon at the headworks facility, bioreactor basin (select areas only), U-V facility, effluent pump station facility, and as shown on the Drawings. B. Related Sections include but are not necessarily limited to: 1. Division 0 - Bidding Requirements, Contract Forms, and Conditions of the Contract. 2. Division 1 - General Requirements. 3. Division 5 - Metals. 1.2 QUALITY ASSURANCE A. Referenced Standards: 1. Aluminum Association (AA): a. ADM-1, Aluminum Design Manual, current edition. b. SAS-30, Standard Specifications for Aluminum Structures. 2. ASTM International (ASTM): a. A167, Specification for Stainless Steel. b. B209, Standard Specification for Aluminum and Aluminum-Alloy Sheet and Plate. c. B221, Standard Specification for Aluminum and Aluminum-Alloy Extruded Bars, Rods, Wire, Shapes and Tubes. d. D1.2, Structural Welding Code - Aluminum. 4. Federal Specifications TT-S-01543A and TT-S-00230C. 5. Building Code: a. Florida Building Code, 2007 edition with 2009 Revisions. B. Qualifications: 1. Manufacturer’s Qualifications: Manufacturer shall have experience in manufacturing aluminum tank covers of similar size to the covers specified. For a manufacturer to be determined acceptable for providing aluminum tank covers on this project, they must show evidence of a minimum ten (10) years experience in the design and manufacturer of systems of similar size and type as specified herein. The manufacturer must design and fabricate the covers at its own facilities. 2. Installer qualifications: Installer shall be currently licensed or approved in writing by cover manufacturer. Erector shall be regularly engaged for at least ten (10) years in the erection of aluminum covers for wastewater treatment facilities. 1.3 SUBMITTALS A. Shop Drawings: 1. See Section 01300 for requirements for the mechanics and administration of the submittal process. 2. Fabrication and layout drawings showing dimensions, sizes, thicknesses, gauges, materials, finishes, details, hatches, attachments and appurtenances. Acknowledgement that products submitted meet requirements of standards referenced. b. Manufacturer's installation instructions. 5. Certifications: a. A letter of certification signed and sealed by a Professional Engineer registered in the State of Florida documenting that the aluminum cover is in full compliance with the plans and specifications including any testing provisions included therein. All work shall be fabricated and erected in accordance with the Contract Documents and approved fabrication drawings. b. Installer qualifications. PART 2 - PRODUCTS 2.1 ACCEPTABLE MANUFACTURERS A. Subject to compliance with the Contract Documents, the following manufacturers are acceptable: 1. Temcor. 2. Hallsten. 3. Conservatek. 4. Or equal. 2.2 DESIGN AND MATERIALS A. The covers shall be made of formed sheet metal to conform to the minimum dimensions and design criteria shown on the Drawings. The cover systems shall be clear-span (without additional vertical supports) and designed to be self-supporting from the concrete structures as indicated on the Drawings.. Full provisions shall be made to allow for thermal expansion. B. Cover dead weight shall not exceed 150 pounds per removable module. Each individual module shall have a minimum width of 24 IN. Each module shall be easy to remove and the lifting force shall not exceed the dead weight of the module. Each panel shall be capable of being removed without disruption of adjacent panels. C. The cover design shall prevent water ponding which may result in over-stressing the flat cover. The cover surface paneling shall be designed as a relatively airtight system under the specified design loading conditions, as required by odor control operation requirements. Dissimilar materials shall be separated from each other through the use of approved gaskets or coatings. D. Materials: 1. Panels: ASTM B221, 6061-T6, aluminum or 5052-H36 aluminum sheet. Minimum thickness shall be 0.090 IN. 2. Extrusions and miscellaneous shapes: Alloy 6061-T6, 6005A-T6 or 6063-T6. 3. Fasteners: Aluminum or Series 300 stainless steel. 4. Sealant: All sealants shall be resistant to ozone and ultraviolet light, and conform with Federal Specification TT-S-00230C. Sealant shall be silicone by Pecora, General Electric, Dow or equal. 5. Gaskets: Gaskets shall be neoprene, silicone rubber or hypalon and shall be resistant to ozone, ultraviolet light and hydrogen sulfide. 6. Anchor bolts: Type 316/316L, stainless steel in accordance with Section 05505. E. Design Loadings: Design covers in accordance with the ADM-1 as published by the Aluminum Association. Design for full dead load plus live load in accordance with the Building Code and as specified below. 1. Dead Load: The dead load shall be defined as the weight of the structure and all material permanently attached to and supported by the structure. Where not specifically addressed, the required uniform live load shall be 100 pounds per square foot (psf). 3. Equipment Loads: The manufacturer shall coordinate and provide for any ducting or equipment shown to be supported on the cover systems (such as odor control ducting). Equipment loads shall be considered as live load, in combination with the uniform live load defined. 4. Wind Load: The design wind load shall be computed by the cover supplier based on the requirements shown on the Structural Drawings. Component/cladding wind pressures shall be utilized for design of the systems. Refinements to the wind loads may be made based on effective area of the individual components, as defined in the Building Code. 5. Concentrated Panel Load: In addition to the above loads, the panels shall be designed for a 400 pound load distributed over one square foot at any location, or as shown on the Drawings, without permanently deforming the tested area. This concentrated load shall be non-concurrent with the uniform live load. F. Deflection: For the above loads and load combinations, the deflection of all components (structural and cladding) shall not exceed L/240 with L equal to the short span of the component. This deflection limit applies not only to the flat cover as a whole, but also to the skin of the cover spanning between the supporting edges of each panel or module. G. Temperature: The loads shall be considered for a temperature change of 100 degrees F below the installation temperature and 100 degrees F above the installation temperature and for a material temperature range of 40 degrees F below zero to 160 degrees F above zero. H. Skid Resistance: The covers shall possess an integral non-skid surface and no exposed area of cover system wider than one inch shall be without ribs/non-skid surface. The edges of adjacent deck slats shall double interlock so that the slats shall act together. The decking surface shall be manufactured from 6061-T6 alloy. The manufacturer of the non-skid surface shall demonstrate in writing the satisfactory performance for a minimum period of ten (10) years in the wastewater industry for the intended purpose. This surface shall not be achieved by the use of paint, adhesive tapes, sand blasting or any other means other than an extruded process. 2.3 ACCESSORIES A. Access and Sampling Hatches: 1. Size, location and other functional requirements as shown on the Drawings. 2. Provide stainless steel hinges and accessories including quick release connection device and latches to hold in place when open. Install neoprene gasket to prevent air leakage. 3. Hatches shall be factory fabricated into the panels. Field cutting for hatch will not be allowed. 4. Provide lifting handle and 316 stainless steel full length hinge. PART 3 - EXECUTION 3.1 PRE-INSTALLATION INSPECTION OF THE CONCRETE A. Prior to any erection/installation of the cover system, the Contractor and Manufacturer shall conduct a thorough inspection of the concrete walls and slabs to which the cover system supports will be attached. This inspection shall be video taped by the Contractor. The Contractor shall provide the Engineer with one copy of the inspection video tape and a written statement attesting that the Manufacturer found the concrete in an acceptable condition upon which to mount the cover system supports and other components. B. If the Contractor and Manufacturer find that the concrete is not acceptable, the cover Contractor shall notify the Engineer in writing, stating the specific areas and conditions of unacceptability as well as recommendations to bring the concrete to a state of acceptance.
