World-renowned centre of scientific research, blue-print for competitiveness and French economic redeployment, a driving force for local economic development, Paris-Saclay constitutes a major territorial development project. Paris-Saclay possède des atouts puissants pour la France afin qu’elle conserve sa place dans le premier cercle des nations scientifiques, technologiques et industrielles : une concentration de recherche et développement exceptionnelle par son ampleur et sa diversité disciplinaire, un potentiel économique élevé, notamment sur la couronne des pôles d’activités majeurs de l’Essonne et des Yvelines (Courtaboeuf, Vélizy-Villacoublay, Saint-Quentin-en-Yvelines, Massy...). Avec le réseau de métro automatique du Grand Paris Express qui desservira le territoire, les investissements dans l’immobilier académique pour rapprocher les établissements de recherche et d’enseignement supérieur au sein d’un unique campus (1,5 milliards d’€) et les multiples investissements dans la recherche et la technologie prévus dans le cadre du Programme des Investissements d’Avenir (1 milliard d’€ dédiés aux laboratoires, équipements scientifiques et instituts de Paris-Saclay), l’État engage à Paris-Saclay un effort financier sans précédent. Maitre d’ouvrage du projet d’aménagement, l’Etablissement public Paris-Saclay travaille étroitement avec les collectivités locales pour ce qui concerne le projet de développement et la Fondation de Coopération Scientifique Paris-Saclay pour toutes les questions relatives au campus. Ses missions sont fondamentales : il fédère les acteurs académiques au sein de ce qui deviendra l’un des premiers campus mondiaux ; renforce les liens entre la recherche publique et le monde économique pour dynamiser l’innovation ; met en place un aménagement (logements, transports, équipements, services) et un cadre de vie qui cultivent les remarquables qualités de ce vaste territoire du sud-ouest parisien. Pour ce faire, l’établissement articule trois logiques de projet, celle de la métropole, celle du grand territoire de son périmètre d’intervention, celle, enfin des villes et des sites, aujourd’hui entrés en phase opérationnelle. • le projet métropolitain : intensifier pour innover. Paris-Saclay sera un pôle mondial de l’innovation technologique intégré à l’ensemble de la métropole parisienne ; • le projet du « grand territoire » : décloisonner pour relancer. Les opérations d’aménagement et les nouveaux équipements permettront de rapprocher les établissements d’enseignement supérieur, les centres de Recherche & Développement privés, les entreprises et les territoires pour accélérer le développement économique ; • le projet urbain : concilier nature, science et ville pour en valoriser le potentiel remarquable. La conception de chacun des sites du territoire se fera dans une approche respectueuse du rapport entre la ville et la nature, pour assurer la meilleure qualité de vie. Paris-Saclay has powerful assets to help France retain its place in the inner circle of nations in terms of science, technology and industry: These include a high concentration of research and development activity, exceptional in its scale and disciplinary diversity, and great economic potential, embracing several major centres of business activity spanning the Yvelines and Essonne departments (Courtaboeuf, Vélizy-Villacoublay, Saint-Quentin- en-Yvelines, Massy). With the Grand Paris Express automatic metro set to interconnect these nodes, investments in academic real estate in the order of € 1.5 billion to house research institutions and higher education within a single super campus, and multiple investments in research and technologies projected under the Investment Programme for the Future (PIA) (with € 1 billion devoted to Paris-Saclay laboratories, scientific facilities and institutes), the State is supporting Paris-Saclay in an unprecedented financial effort. As contracting authority for the development of this supercluster, the Paris-Saclay Public Authority is working closely with local authorities on the development project and with the Paris-Saclay Foundation for Scientific Cooperation (FCS) on all campus-related issues. The missions of the Paris-Saclay Public Authority are fundamental to the undertaking. They include bringing together academic players within what is to become one of the world’s major campuses, strengthening links between public research and the business world to boost innovation, deploying urban planning resources (with housing, transportation, facilities and services), and creating a vibrant living environment to build on the remarkable qualities of this extensive territory situated south-west of central Paris. To work towards all of these missions in parallel means approaching the project on three levels: firstly the “Greater Paris” or metropolitan level, secondly the level corresponding to the scope of action of the project on the ground, and thirdly the urban areas and sites where the project is now in its operational phase. • The metropolitan project: focusing on intensifying innovation. Paris- Saclay will be a global technological innovation supercluster and an integral component of the Paris metropolitan area. • The project for a “greater Paris-Saclay territory”: decompartmentalising to stimulate renewal. The planned urban developments and infrastructures will foster closer ties between higher education institutions, private R&D, businesses and localities to accelerate economic development • The urban project: making nature, science and town work together harmoniously, to fulfil the fantastic potential of the environment. Each of the sites will be conceived with careful regard for the relationship between the urban and the natural environment, to ensure the best possible quality of life.
