B- READING COMPREHENSION (10 marks) Read attentively the following text and answer the questions that follow it. If we look attentively at the history of ancient Africa, we will notice that before and while empires (Ghana, Sosso, Songhai etc.) and kingdoms (Manicondo, Ba Louba…) were rising and falling, trade developed considerably, but under the barter system. Africans would for example exchange slaves or skins of animals for European arms and alcohol. When money finally appeared during the colonial period, people in Africa felt to put money away for a rainy day. But it was long before the actual banking system was imported. Africans invented saving techniques which did not prove very efficient: the surplus money was hidden in straw mattresses, under the pillows or the roofs. Some people even dug holes on the farms or in the garden to keep their money. Since the hidden place was not known to their numerous wives and children, irresponsible husbands gave the impression of being poor and thus escaped some of their duties. But they complained aloud when their fortune was stolen or destroyed by fire, worms, rains, termites and moisture. Nowadays, throughout the African continent, people are quite familiar with the new financial institutions called banks. A trader from Nguelmendouga in Cameroon will open a current account with a local branch of any commercial bank to deposit the daily takings in at his shop. The bank will then lend that money to those who are in need in return for a certain interest. At regular intervals the owner of the account will pay certain charges to the banker for safeguarding his funds or for allowing him loans and overdrafts in hard times. In addition to the current account, the same trader can open a deposit account with the same bank; in that account he regularly stores a certain amount of money which is not going to be need frequently. On the contrary a teacher from Bouake in Cote d’Ivoire who is looking forward to buying a brand new car at the end of the school year will prefer to open an account with a saving bank. He will then store money in it until he has the price of the car he wishes to buy. Merchant banks specialize in financing foreign trade and important projects. All the afore-mentioned banks depend on a central bank whose role is to issue notes and coins. Apart from controlling the country’s monetary policy and keeping its reserve of gold, the central bank is banker to the government and to the other banks. Experience has shown that the majority of foreign banks which have invaded African countries today are just a new tool of a neo-colonial domination: they do not participate in the economic take-off of the host countries, because all the profits they are exported and invested abroad. Needless to say, those African countries have a meaningless percentage of share in the capital of these foreign banks. Unfortunately the process of opening up local banks has suffered some setbacks due to mismanagement and theft.
