Certification Programme for Supply Chain Management 1 CP-SCM Learner Guide Learner Guide 1. Introduction Welcome to the Certification Programme for Supply Chain Management (CP-SCM). This online learning programme aims to equip UNHCR staff with the knowledge and skills necessary to perform their responsibilities (including the fulfilment of managerial and oversight functions in Supply) with efficiency, effectiveness and confidence, underpinned by the relevant knowledge and skills. The primary audience of this learning programme is Supply staff who want to be P3/P4 Supply Officers, Senior Supply Officers (P4) who would like to deepen their knowledge of Supply Chain, and professional staff who wish to move vertically within the supply chain function. This learner guide provides you with all the detailed information you need to complete this training successfully: the structure, the activities and the timeline. 2. Main topic areas The content of the certification programme is divided into five key topic areas which are listed below. Each module covers c o m p l e x relevant supply content with integrated management skills such as strategy and decision making, as well as managerial soft skills. 1. Supply Chain Management 2. Managing Procurement 3. Managing Transport and Delivery 4. Warehouse and Inventory Management 5. Managing UNHCR Assets Certification Programme for Supply Chain Management 2 CP-SCM Learner Guide 3. Learning Objectives This programme has been designed to enhance the skills and knowledge required to be an effective and professional supply chain manager. The topics in the learning programme are designed to support you in the successful implementation of UNHCR’s People Strategy and to enable you to master skills in all strategic domains of supply chain management. Learning activities have been designed around the actual deliverables of the Supply function (e.g. the real-life scenarios and cases related to Supply Planning, Procurement, etc.), with the aim of achieving direct improvements in managing and exercising oversight functions related to Supply. The overarching objectives of CP-SCM are to promote excellence by: ➢ Increasing the professionalism and credibility of Supply practitioners; ➢ Developing a more agile Supply professional who can respond professionally and competently to Supply Chain functional areas that fall outside their day-to-day functional core area; ➢ Honing people-management and communication skills; 4. Eligibility The prerequisite of applying for the Certification Programme for Supply Chain Management is the completion of the Supply Chain Learning Programme level 1 (SCLP1) which focuses on foundational, transactional and support functions. Certification Programme for Supply Chain Management 3 CP-SCM Learner Guide 5. Structure and learning activities The CP-SCM is a blended learning programme. The curriculum consists of five self-study modules, which are based on the five key topic areas presented above, each followed by end of module tests. Learners will be allowed unlimited number of attempts for each end of module test. Upon completion of the tests, the learners are required to accomplish the tutored assignment for each module. Once the participants pass the module assignments, they are qualified for the virtual workshop and the online final assessment of the Certification Programme. During the tutored assignments the learners should demonstrate the operational knowledge acquired during the self-study phase. Assignments, eTutoring The assignments are designed to help learners to put learning into practice. It is important that learners read the assignments early on and plan their time to complete them. Completing the assignments should not be an extra burden, instead they offer a structured way of practicing take-aways from the learning programme. Assignments will be assessed by independent tutors based on a marking matrix. Assignments can be marked passed, or you can be required to rework an assignment. If a participant does not submit the required assignments by the deadline of the module, he/she will not be able to move to the next module. Tutors will provide individual feedback on the assignments received on or before the deadline only. To pass the assignments the learner needs to cover the main requirements of the task, present relevant ideas, actively use concepts and tools from the course content and reflect on k e y learning points from the module. 7. Plagiarism Your assignment submission must be your own work. Attempting to pass off the ideas, research, theories, or words of others as one's own without giving credit to the author is considered as plagiarism and as such it is a form of cheating. Plagiarism can take the form of copying: - an assignment (or parts of it) from a participant in the same or different cohorts - this includes a participant allowing another participant to copy an assignment (or parts of it) and presenting it as their own; - text lifted directly from either a UNHCR manual or document or material from a website or another external source without a reference and quotation marks. Plagiarism and learning ethics is defined in the UNHCR Learning Policy and Guidelines (IOM 94/FOM 95/2012) para 101 – 105. Review and Sanctions process is defined in the same document para 106 – 114. There were several cases of plagiarism which have been brought to the attention and consideration of the GLDC Plagiarism Panel, these cases resulted in suspension of learners’ participation in the programme and in other administrative measures. Certification Programme for Supply Chain Management 5 CP-SCM Learner Guide 8. Virtual Workshop The virtual workshop will be organized after the last module of the programme is completed. Only learners who successfully complete all tests of the modules, assignments (marked “pass”) and relevant evaluations will be invited for the workshop. The objectives of the virtual workshop are to update leaners on Supply related issues which are not covered by the Programme and develop managerial soft skills through individual and group work. 9. Final test The final test for the CP-SCM is an online multiple-choice test designed to evaluate the learners’ knowledge at the end of the programme. The learners will have 3 online attempts to complete the final test through Learn & Connect in a controlled environment. Should the learner fail three times, s/he will need to apply for the CP-SCM after a twelve-month break. An application for readmission into the programme will be required and admission will be based on the availability of the slots and operational needs. Learners are reminded that under Principle 2 of the UNHCR Code of Conduct you have a responsibility to uphold the integrity of UNHCR by ensuring that your personal and professional conduct is and is seen to be of the highest standard. This includes learning activities where participants need to demonstrate integrity and honesty. As these assignments are also used for functional clearance purposes, learners are advised not to share or use previous or current assignment submissions with other colleagues without ensuring that a reference to the work is being used. Certification Programme for Supply Chain Management 6 CP-SCM Learner Guide 10. Fact Sheet The CP-SCM is seen as an important achievement and recorded on your UNHCR Fact Sheet only when all the mandatory components (including the online workshop, final test and the evaluations) of the programme are successfully completed. Please note, that no individual section of the CP-SCM is Fact Sheet recordable. 11. Duration of the Programme The CP-SCM qualifies as a substantive learning programme. The total estimated number of learning hours for the four-month course is 100 hours. However, it is important to note that in a blended learning programme the total duration of the course depends on several factors: your previous knowledge, your interest, learning style and learning rhythm, etc. Please find the timeline of the current cohort on L&C as part of the self-study curriculum.
