Le présent travail consiste à étudier et à comprendre le processus des cycles de projet afin de mener une étude qui se concrétisera par l’élaboration d’un manuel regroupant des outils et des approches de conception et suivi-évaluation participative des projets de développement. Cette démarche s’inscrit dans l’objectif global de contribuer à l’amélioration de la qualité des interventions en Afrique en général et au Maroc en particulier. Pour cela notre méthodologie s’organise en deux phases. Une première phase qui consiste en une recherche puis en une synthèse bibliographique approfondie et orientée vers des démarches participatives existantes et spécifiques chacune, à des organismes internationaux oeuvrant dans le domaine du développement. Cette phase a pour objectif d’aboutir à l’élaboration du manuel. La deuxième phase du présent travail consiste en des enquêtes sur le terrain auprès de grands bailleurs de fonds dans le domaine du développement rural au Maroc. L’objectif de cette démarche est de comprendre et de faire comprendre les méthodes d’intervention des différents organismes de développement au Maroc d’une part, et d’autres parts de cerner concrètement les contraintes qui entravant le bon fonctionnement du système de financement et de gestion des actions de développement au Maroc. Le choix de cette étude s’explique d’une part, par la multiplicité et souvent même la confusion des démarches participatives existantes et d’autre part, par le fait que les résultats escomptés des interventions menées jusqu’à là, ne sont pas souvent atteints de façon satisfaisante, en dépit de cette multiplicité. Cette étude ne s’inscrit pas en remède contre les diverses formes de malaises dont souffrent les projets tout au cours de leur cycle. Elle désire plutôt contribuer tant bien que modestement, à faire comprendre le processus de planification et de gestion participative des projets de développement. Cette contribution se fera en élaborant le manuel, puis en s’intéressant aux différents acteurs du développement présents sur le terrain. Bien avant d’entamer cela, il est convenable de procéder à l’étude des concepts importants liés à notre thème d’investigation pendant la partie « bibliographie » ou « cadre théorique ». Mots clés : Développement - Participation – Projet/Programme – Cycle de Projet – Evaluation – institutions de développement RESUME This work consists of studying and understanding the processes of the cycles of projects in order to undertake a study which will be concretised by the development of a manual of tools and the approaches used to develop and organise follow-ups of the projects of development. This step falls under the total objective to contribute to the improvement of the quality of the development projects, Morocco in particular and Africa in general. For that our methodology is organized in two phases. The first phase which consists of a research and deep bibliographical synthesis oriented towards existing and specific participative methods. Each method belonging to an international organization working in the field of the development. The goal of this phase is to guarantee the development of this manual. The second phase of this work consists of investigating the investors in the field of the rural development in Morocco. The objective of this phase is to understand and render comprehensive methods of work of the various organizations of development in Morocco, on the other hand, to concretely understand the constraints which hinder the correct operation of the system of financing and the management of the various projects of development in Morocco. The choice of this study is explained on one hand, by the numerous and often, the confusion of the existing participative methods and on the other hand, by the fact why the anticipated results of the projects carried out until they are not often obtained in a satisfactory way, in spite of this multiplicity. This study is not a remedy for the various forms of weakness from which is suffered by all the various forms of projects during their cycles. It rather wishes to contribute so much although modestly, to render comprehensive process of planning and participative management of the projects of development. This contribution will be done by preparing the handbook, then by interesting the various actors of the development present on the ground. Well before starting that, it is suitable to proceed to the study of the significant concepts related to our topic of investigation during the part «bibliography» or «tallies theoretical».
