XVII RESOLUTION ADOPTED ON THE REPORT OF THE AD HOC COMMlnEE ON 'rHE PALESTINIAN QUESTION RESOLUTION ADOPTEE SUR LE RAPPORT DE LA COMMISSION AD HOC CHARGEE DE LA QUESTION PALESllNIENNE 181 (If). Future government of Palestine A The General Assembly, Having met in special session at the request of the mandatory Power to constitute and instruct a special committee to prepare for the consideration of the question of the future govemment of Palestine at the second regular session; H aving constituted a Special Committee and instrl1cted it to investigate ail questions and issues relevant to the problem of Palestine, and to pre- pare proposaIs for the solution of the problem, and H avinll received and examined the report of the Special Committee (document A/364)1 in- cluding a number of unanimous recommenda- tions and a plan of partition with economic union approved by the majority of the Special Com- mittee, Considers that the present situation in Pales- tine is one which is likely to impair the Reneral we1fare and friendly relations among nations; Takes note of the dec1aration by the manda- tory Power that it plans to complete its evacua- tion of Palestine by 1 August 1948; Recommends to the United Kingdom, as the mandatory Power for Palestine, and to all other Members of the United Nations the adoption and implementation, with regard to the future gov- emment of Palestine, of the Plan of Partition with Economie Union set out beIow; Requests that (a) The Security Council take the necessary measures as provided for in the plan for its im- plementation; ( b) The Security Council consider, if circum- stances during the transitional pcriod require such consideration, whether the situation in Palestine constitutes a threat to the peace.)f it decides that such a threat exists, and in arder ta maintain in- ternational peace and security, the Security Coun- cil should supplement the authorization of the General Assembly by taking measures, under Ar- ticles 39 and 41 of the Charter, ta empower the United Nations Commission, as provided in this 1 See OIJit:ÏtJl Records of the second sesnon of th. Au cours de sa cent-vingt-huitième séance plénière, tenue le 29 novembre 1947, et confor- mément aux termes de la résolution ci-dessus, l'Assemblée générale a élu les Membres suivants pour faire partie de la Commission des Natians Unies pour la Palestine: BaLME, TCHÉCOSLOVAQUIE, DANEMARK, PA- NAMA et PHILIPPINES. TERMINATION OF MANDATE, PARTITION AND INDEPENDENCE B 1 The General Assembly Authorizes the Secretary-General ta draw from the Working Capital Fund il sum not to exceed $2,000,000 for the purposes set forth in the last paragraph of the resolution on the future govern- ment of Palestine. Hundred and twenty-eighth plenary meeting, 29 November 1947. At its hundred and twenty-eighth plenary meeting on 29 November 1947 the General As- sembly, in accordance with the terms of th!! above resolution, elected the following members of the United Nations Commission on Palestine: BoLIVlA, CZECHOSLOVAKlA, DENMARK, PA- NAMA and PHILIPPINES. PLAN OF PARTITION WITH ECONOMIC UNION PART 1 Futur. constitution and government of Palestine 1. The Mandate for Palestine shall terminate as soon as possible but in any case not later than 1 August 1948. 133 ·' 2. The armed forces of the mandatory Power shall he progressively withdrawn from Palestine, the withdrawal to be completed as soon as possible but in any case not later than 1 August 1948. The mandatory Power shaH advise the Commis- sion, as far in advance as possible, of hs intention to terminate the Mandate and to evacuate each area.
